Diploma in Public Management, IACC Professional Institute. Diploma in Constitutional Law and Civic Education, Universidad San Sebastián. Master’s in Government, Public Policy, and Territory, Universidad Alberto Hurtado.

Vinka has experience in both the private and public sectors, having worked as an advisor and a lead professional in the legal field. She served as a lawyer for the OPD Illapel and PRM programs of SENAME, then at the Public Criminal Defense Office of Illapel, and later as a legal advisor for the Municipality of Salamanca. She is currently working in the private sector, providing legal consulting and real estate management.

Since 2020, she has advised Ciudad Emergente on various projects for the rural areas of the Salamanca community.
