Objectives

  • Incentivize associative community projects through the transfer of technical knowledge for the formulation and execution of local ideas.

  • Strengthen the regional social fabric, promoting collaboration between diverse organizations to improve their participatory environments.

  • Install permanent capacities in leaders and neighbors, enabling them to autonomously manage sustainable development projects.

  • Improve quality of life through strategic investment in small-scale infrastructure, equipment, and events with territorial identity.

Methodology

The program is deployed under a Support and Co-creation strategy adapted to each territory:

  1. Application and Pre-application: Open workshops to advise organizations on pitching ideas under three lines: community events, equipment, and small-scale infrastructure.

  2. Co-creation Cycle: Three technical formulation workshops where neighbors learn to transform ideas into socio-community projects using didactic matrices, budgets, and Gantt charts.

  3. Execution and Support: Implementation with technical support from Ciudad Emergente for procurement management and site supervision, concluding with visibility milestones such as the "Expo Promueve."

Results & Impact

  • Massive Territorial Reach: Execution of over 90 community projects with a direct impact on urban and rural areas of the province.

  • Diversity of Impact in Salamanca (30 projects):

    • 10 Infrastructure: Including improvements to paramedical housing, construction of restrooms, roofing, and community centers such as "El Esfuerzo Primero."

    • 10 Equipment: First-response kits, educational courtyards, information mobile units, and sports equipment for volleyball leagues.

    • 10 Events: Country festivals, cultural weeks, intergenerational gatherings, and the revival of national dance.

  • Diversity of Impact in Illapel (60 projects):

    • Main focus on Equipment (50 projects) for social headquarters, community cinema, Rural Water Systems (APR), and furniture for senior citizens, complemented by infrastructure works and large-scale events.

  • Participation and Leadership: Consolidation of a network of over 240 partner organizations, with marked female leadership (71% participation in workshops).

Conclusions

Promueve: Illapel and Salamanca represents a milestone in the transfer of tools from urban planning to the social base. By using the "project" as a vehicle for learning, Ciudad Emergente ensures that the communities of the Choapa Province stop being passive beneficiaries and transform into managers of their own development. This program demonstrates that the most lasting social infrastructure is the knowledge placed in the hands of the community, validating that partnership is the fundamental engine for a dignified, active, and resilient neighborhood life.
